It means I won't bother giving you a response because I disagree with what you've said/found it ridiculous. as in I wouldn't dignify him with a response!
中文释义：通常这个短语用于否定句中，表示说话者觉得问问题的人不值得尊重，对之前所说的表达完全不同意。意思是我不会给你回复，因为我不同意你说的/觉得它很荒谬。例句：I would not dignify any insulting question with a response.（对于任何无礼的问题,我不予以答复。）
